Signing Ceremony of EPCC Contract between Petroluxe Refinery and CCIEE

Today marks a significant milestone for Malaysia’s downstream energy infrastructure development as Petroluxe Refinery (M) Sdn. Bhd. formally signed the EPCC (Engineering, Procurement, Construction & Commissioning) contract with China Construction Industrial & Energy Engineering Group Co., Ltd. (CCIEE) for its upcoming refinery facility in Gebeng, Kuantan.

The signing ceremony, held at Petroluxe’s corporate office in Etiqa Twins, Kuala Lumpur, was conducted on a small yet impactful scale, symbolizing the official commencement of a landmark partnership in the regional oil & gas sector. The contract outlines the execution of a 1.2 million tonnes per annum crude oil refining project, a key anchor development in the Malaysia–China energy corridor.

Representatives from both parties were present during the event, with signing duties undertaken by the executive teams of PETROLUXE REFINERY and CCIEE, witnessed by senior management of both companies.

The refinery project is anticipated to catalyze local industrial growth, create employment opportunities in the East Coast Economic Region (ECER), and reinforce Malaysia’s position as a strategic refining and petrochemical hub in Southeast Asia.

Both companies have expressed confidence in the timely and safe execution of the project, with mutual commitments to innovation, safety, and environmental compliance.
